R&D Efficiency of High Technology Industries in China

In this paper,by using DEA approach with double frontiers,the evaluation units were divided into“optimal”and“worst”,China’s high-tech industries optimistic and pessimistic efficiency were measured and the comprehensive results were expressed by the geometric average efficiency.According to the analysing results,Chinese high-tech industries’ R&D efficiency was low.Besides,the R&D gap between 22 subdivision industries was large.The study suggested that while maintaining the investment,Chinese high-tech industry industries should focus on improving the ability to transform scientific and technological achievements.

R&D Investment and Knowledge Productivity of China’s Industry

This paper investigates the properties of the knowledge production function and the determinants of the R&D efficiency by using a panel data of 33 Chinese industries(2001—2012),based on measuring R&D capital stock.In order to get the R&D capital investment amount,the R&D investment is divided into capital investment and staff input.And then it builds and estimates knowledge production function .Finally,it analyzes the determinant factors.The conclusions are as follows.First,in the knowledge production function,the elasticity of R&D capital is greater than that of human investment,and the knowledge production has the property of constant returns to scale and phase incremental features.Second,firm size has no significant effect on the production of knowledge.The performance in some cases has a positive impact,and its impact on patent productivity performance has not significantly negative impact.While in the new product function,performance has a positive impact on the efficiency of the new product function.Lastly,the paper uses two different indicators of state-owned property(the proportion of the output value of state-owned and state-owned fixed assets ratio),which have negative effects on the new products function,while the proportion of the output value of state-owned has a negative effect on patent production function,and the proportion of state-owned fixed assets has a positive effect on patent production.

R&D subsidies can encourage enterprises to increase R&D investment,and may also replace it.How to make it an incentive effect is essential to policy’s object.As to the implementation mechanism,every policy is a mechanism design.Taiwan’s Small Business Innovation Research(SBIR)program is highly effective,and its success mainly lies on its mechanism design which effectively reduces the program management’s information cost and realizes incentive compatibility between government and the subsided.In order to improve the effectiveness of the mainland R&D subsidies,by learning the successful experience of Taiwan,we should make better in the following mechanism design:to entrust professional institutions to engage in project management,to improve R&D information reporting system,and so on.

Based on foreign literature review,the paper studied the main classification methods,selection methods,effectiveness analysis and development trends of innovation policy instruments from the perspective of government intervention level.Research results show that:Theories applied in innovation policy are rich,but lack of theoretical framework for innovation policy instruments;The themes of innovation policy instruments remain relatively scattered,and the suitability of policy environment as well as multiple levels of subjects involved in policy instrument design should be further researched.

An Analysis of Mapping Knowledge Domains of Business Model Innovation

Based on the theory of Mapping knowledge domains,this paper uses Citespace III software to analyze articles of business model innovation from Web of science(2004—2014)and gets a series of knowledge maps of postings countries,cited literature and keywords.It points out that the current business model innovation research shows an overall trend of rapid development with an imbalance in the number and impact of regional documents.Based on classical theory of enterprise development,it clarifies the current business model innovation research direction,including enterprise management innovation,impact of business model innovation and business model innovation performance analysis.Meanwhile,it finds that the research hotspot have gradually tilted to the value creation and technological innovation.And it gives the corresponding countermeasures and suggestions on business model innovation of China.

Study on the Collaborative Innovation of Regional Technology Incubation Networks Based on Polycentric Governance

From the perspective of agents,platforms and environment,this paper studies the collaborative innovation mechanism of regional incubation networks based on polycentric governance.It analyzes the complex causal relationships to reveal the paths and key links of regional incubation network’s collaborative innovation,and then takes Tianjin science and technology incubation network as an example.The results indicate the regional technology incubation association is the core leader among the network’s agents.By constructing the association website and establishing the public service platforms,the goal of sharing and accumulating incubation resources is achieved.The improvement of incubators’ operation capability is the key driving force of the collaborative innovation of regional incubation networks.The local governments,the regional incubator association,incubators and other agents involved are united in the same systematic framework of collaborative innovation of the regional incubation network in order to improve the incubators’ operation capability.

In this paper,the science and technology innovation team was seemed as a multiple input multiple output of scientific research and production organization.The design of the evaluation system of the team was developed based on the collaborative innovation level.It analyzed the influence factors of collaborative innovation performance and the index evaluation system.and built three layers.By using DEA and Malmquist index method from the angle of the combination of static and dynamic analysis,empirical research was carried out.The study provides a new perspective to evaluate the efficiency of collaborative innovation of science and technology innovation team.

Industrial Transformation Strategy for the Manufacturing Sector of China in the Tide of Industry 4.0

The paper carries out an in-depth interpretation of the connotations of Industry 4.0,analyzes the far-reaching implications that the tide of Industry 4.0 will bring to China’s manufacturing sector,in particular the automotive industry,points out the universal misunderstandings of the Industry 4.0,and suggests clearly that we should think on Industry 4.0 more from the perspective of production rather than sales or service.On this basis,it stresses the necessity to thoroughly understand the notion from the national strategic height and expounds the importance of national top-level design.Finally,the paper puts forward concrete suggestions for all parties concerned to make joint efforts in a bid to promote the realization of“wisdom in China”at an early date.

Development Trend of China’s Marine Biomedicine Industry

China’s marine biomedicine industry has developed rapidly in recent years.Firstly,the paper respectively makes use of exponential smoothing model,ARIMA model and multiple regression model to construct models of added value of China’s marine biomedicine industry.Secondly,by introducing the concept of induced ordered weighted geometric averaging operator,it constructs the combination forecasting model of added value of marine biomedicine industry.The empirical results show that the combination forecasting model can effectively improves the prediction accuracy.Finally,it predicts the development trend of China’s marine biomedicine industry during the 13th Five-Year Plan period by using the above combination forecasting model and then gives the corresponding policy recommendations.

Among stakeholders of aeronautic weapon innovation,there are a lot of conflicts which affect the normal innovation.In the paper,stakeholder governance theory was analyzed.The differences between ordinary cooperation innovation and aeronautic weapon innovation were compared.According to military intellectual property,the conflicts among stakeholders and the governance evolution path of aeronautical innovation were analyzed.Four governance patterns for aeronautic weapon innovation were constructed and some useful suggestions were given.

From OEM to ODM:The Black Box of Breakthrough Process on Technological Innovation Capability

For OEMs,the breakthrough process of technological innovation ability is still an unopened black box.Based on two local OEMs,the exploratory study shows that the OEMs can realize the breakthrough of technological innovation ability through implementing some strategic entrepreneurial behaviors,such as long-term innovation investment,cooperative R&D and so on.The entrepreneurs’ innovative conception and opportunity perception ability are the driving forces of strategic entrepreneurship,while the encouraging innovation and“down-to-earth”company culture,can positively moderate the relationship between OEMs’ strategic entrepreneurial behavior and the breakthrough of technological innovation ability.

Organizational Slack,Product Market Competition of Enterprise and the Persistence of Firm Innovation

The high adjustment cost makes the persistence of firm innovation really important for Chinese companies.Based on Tobin’s Q investment model,this paper analyses the smoothing function of organizational slack on innovation investment under the external financing constraints.Additionally,it discusses the different impacts of different types of organizational slack and the context effect that product market competition may have.The empirical results,based on the panel data of Chinese listed companies in manufacturing industry during 2003—2014,show that the persistence of firm innovation is vulnerable to external financing constraints.In this situation,organizational slack plays an important role on smoothing innovation activities,but this effect is only reflected in unfixed slack rather than fixed slack.Moreover,excessive competition in the market will weaken the effect of organizational slack.

Driving Factors of the R&D Investment of China’s Aviation Equipment Manufacturing Enterprises

The executive reward and the government regulation are the internal and external motivation driving factors of the R&D investment of China’s aviation equipment manufacturing enterprises.This paper researches the direct and interaction relationship between the executive reward and the government regulation by using multiple regression analysis model with the samples from Chinese A-share listed China’s aviation equipment manufacturing enterprises.Research results suggest that:The executive equity compensation,the executive salary compensation and the tax return have strong positive effect on the R&D investment;The government subsidies also have positive effect on the R&D investment,but not significant;The interaction relationships on between the executive equity compensation and salary compensation,between the government subsidies and the tax return affecting the R&D investment are significantly positive relationship.

Empirical Research on Enterprise Users’ Technology Adoption of Cloud Computing

In this paper,enterprise-level users’ technology adoption model of cloud computing is proposed based on TOE model.In this model,factors affecting the adoption behavior are summed up into technical factors,organizational factors,environmental factors and risk factors.The empirical results show that task-technology fit degree,technology organization compatibility in technical factors and normative pressures in environmental factors have a significant positive effect on enterprise users’ intention to adopt cloud computing,while security risks and privacy concerns in risk factors have a significant negative effect on users’ intention.This study finds that the two organizational factors,senior managers’ attitude and resource readiness,are not important factors in the adoption of cloud computing,in the meanwhile,comparative advantage and technical complexity in technical factors,imitate pressure and forced pressure in environmental factors have no significant influence on users’ intention to use cloud computing.

Industrial transformation is important in the economic growth process,which is the key for sustainable economic growth.We decomposed the growth effects of industrial transformation from the single of factor and total factor productivity point.The result shows us that:Structural effect which coming from industrial transformation showed a decreasing trend,and long-term economic growth depend more on technological advances within the industry;There is a big difference on the evolutionary path,and sustainable growth requires both the rationalization and advancement of the industrial structure;Industrial transformation is rooted in the economic growth system,and sustainable growth required a mutual adaptation of the total economy and structure.

Upgrading Model and Countermeasures of Regional Electron and Communication Equipment Manufacturing Industry

Based on the analysis of the value chain structure and position in Chinese electron and communication equipment manufacturing industry,the paper has given a depth analysis on main market body and development forces of this domestic industry and puts forward upgrading model from dual angle of industry value chain and regional linking development accordingly.It takes Beijing-Tianjing-Hebei region as an example to discuss the countermeasures for achieving the integrated development and industry upgrading.The results show that Chinese electron and communication equipment manufacturing industry are in the low-end position of the global value chain as a whole,and there is great difference in the contribution of the four different industry markets main body to different regions.The regional industrial upgrading force mainly comes from two aspects:one is the inducements of the main body structure of the industry markets and external upgrading environmental factors,the other is the self-reinforcing and learning ability of domestic enterprises.In the long term,building industry public platform,setting up supporting services and building the industrial park are the important measures to support linking development and upgrade.

This paper calculated the industrial GTFP in Guangdong from 2004 to 2013 based on Malmquist-Luenberger model,taking IPM,IU and GG in a uniform framework,it investigates the influence of IPM,IU on industrial GTFP growth.The research results show that:Industrial upgrading has a significant promotion effect on industrial green growth;Although intellectual property management doesn’t directly promote industrial green growth in Guangdong province,but in the intermediary effect of industrial upgrading,it is indirectly promote industrial green growth.

Assessment of Biomass Power Potential on Provincial Scale and Analysis on Plan Target Quota

This paper explores the biomass resource distribution on provincial scale and its threshold for power generation in China,based on the macroscopic data of 2012.Biomass power development and potential are assessed on provincial scale by means of establishing Biomass Power Generation Index(BPGI)system,meanwhile the quota of national planned biomass power capacity target is adjusted and optimized,with consideration of provincial GHG emission factor for grid electricity.The results show that biomass has a huge potential for power capacity of 1.612×10

MW annually in China,of which Henan,Heilongjiang and Shandong rank in top three.Furthermore,they are capable of sharing the planned quota for 24.10% during the 13

The Space Associated Spillover Effects of Chinese Agricultural TFP Growth

Based on the panel data of 30 provinces(cities/districts)from 1997 to 2013,the social network analysis is applied to analyze characteristics of spatial association of regional agricultural TFP.The result shows that:In the whole level,the regional agricultural TFP growth has a significant spatial correlation,the contact between regions is general and robust with the total amount of 115;According to regional perspective,the Chinese agricultural regions can be divided into four functional plates which is“net overflow plate”,“two-way overflow plate”,“the main benefit plate” and“the broker plate”;From the transfer mechanism of spill,the“net overflow plate”and“two-way overflow plate”play the role of the engine in the entire technology spillovers,and dominate the overflow process,while“broker plate”acting as a“bridge”.

emissions embodied in agriculture export is increasing steadily with the expanding export scale and has even exceeded those of some industrial departments.It is found that the leading exporting agricultural products are carbon intensive ones.Coal and crude oil are the main energy sources of carbon emissions.The total CO
2
emission coefficient is much higher than that of direct coefficient.With the adjustment of agricultural products export structure,improvement of agriculture technology and energy using efficiency,the CO
2
emissions embodied in agriculture export will be effectively reduced.

Based on Qinba continuous destitute areas 326 small and medium-sized enterprises’ survey research,we found the willingness of small and medium-sized enterprises in poor areas is strong,but its innovation development ability is poor which restricted by modern production factors such as information,capital and technology.Its innovation and development are mainly production oriented,but they don’t have insufficient attention on the marketing,modern enterprise management and other aspects.The poverty-stricken areas’ small and medium-sized enterprises innovation development rely heavily on the support from the government,and their area’s innovative public service system is not perfect.On this basis,we put forward three proposals:further strengthening policy support,cultivating the poverty-stricken areas’ small and medium-sized enterprises’ market concept and focusing on the development of poor areas of industrial integration and development.

ccording to the situation of Tianjin animal husbandry production and science and technology progress,the extended C-D production function is used to estimate the elasticity of the input-output based on livestock statistics of Tianjin 12 agricultural counties in 2008—2013,and then the Solow residual method(Solow’s growth equation)is used to measure the contribution rate of animal husbandry science and technology progress of each stage in 2008—2013,and finally some suggestions to enhance the level of scientific and technological progress for Tianjin livestock industry are put forward.
