Abstract Based on Qinba continuous destitute areas 326 small and medium-sized enterprises’ survey research,we found the willingness of small and medium-sized enterprises in poor areas is strong,but its innovation development ability is poor which restricted by modern production factors such as information,capital and technology.Its innovation and development are mainly production oriented,but they don’t have insufficient attention on the marketing,modern enterprise management and other aspects.The poverty-stricken areas’ small and medium-sized enterprises innovation development rely heavily on the support from the government,and their area’s innovative public service system is not perfect.On this basis,we put forward three proposals:further strengthening policy support,cultivating the poverty-stricken areas’ small and medium-sized enterprises’ market concept and focusing on the development of poor areas of industrial integration and development.
