Abstract Based on foreign literature review,the paper studied the main classification methods,selection methods,effectiveness analysis and development trends of innovation policy instruments from the perspective of government intervention level.Research results show that:Theories applied in innovation policy are rich,but lack of theoretical framework for innovation policy instruments;The themes of innovation policy instruments remain relatively scattered,and the suitability of policy environment as well as multiple levels of subjects involved in policy instrument design should be further researched.
