Abstract：The S& T reward system and intellectual property system are important parts of our country's science and technology policy which play important roles in promoting innovation and advances of science and technology. This paper discusses the key influence factors in the process of promoting the independent innovation by the S& T reward system. By assumptions and test, this paper finds three key influencing factors, the rationality of the rewarding setting, the science of assessment indicators of the award and the improvement of rewarding environment. The science of assessment indicators of the award and the rationality of the rewarding setting have even greater impact on the incentives to promote the independent innovation of science and technology
