Abstract：This paper used Tokyo,Barcelona and Helsinki as examples to describe three typical patterns of innovative city.We compared the development patterns of government leading,market leading and mixed leading innovative cities through innovation resources,innovation subject,innovation culture,and innovation system.Based on this,We proposed the suggestions for future development of Shanghai.Firstly,Shanghai should improve innovation mechanisms,and stimulate its innovation vitality.secondly,it should emphasis the cooperation with foreign countries,and the cultivation of talents.Thirdly,it should promote innovative ideas and create an innovative atmosphere.Lastly,government should encourage enterprises innovation more.
