Policy Orientation and Evaluation of Regional Technology Transfer:Evidence from Shanghai

Abstract：Since the reform and opening up,Chinese central government and local government have promulgated series of policies aiming to promote technology transfer.However,there is little comprehensive evaluation of policy performance.This paper chooses Shanghai city as an example.It focuses on 55 items of technology transfer policies issued from 1986 to 2017 in Shanghai.This paper shows the route of policy evolution from the historical perspective.And then a questionnaire of policy satisfaction is made to eveluate the policy system.Lastly,this paper proposes policy implications for policy-makers.
