Evolutionary Game Analysis on Outflow of Scientific and Technological Achievements in Different Region of China:Reasons and Solutions to Northeast Revitalization

Abstract：The phenomena of outflow of scientific and technological achievements in different regions of China are very common,especially in northeast China.By using evolutionary game theory,this paper constructs the evolutionary game model between scientific research institutions which makes S&T achievements transformation decision and government which makes decision to improve the environment of S&T achievements transformation.The evolutions of the two strategies are analyzed and the reasons of the outflow of S&T achievements in northeastern region are examined.The results show that the improvement of the income ratio obtained by the scientific research institutions in the local transformation,the improvement of the environment of the S&T achievements transformation and the efficiency of the government to improve the transformation are the main factors that determine the stability strategy of evolutionary game.With the change of these three factors,the system shows a variety of evolutionary stability equilibrium.Furthermore,we apply the model to analyze the factors that determine the proportion of income sharing,the degree of environmental improvement and the efficiency of government improvement from the realistic economic level.The factors influencing the outflow of scientific and technological achievements in Northeast China are analyzed in detail,and the policy suggestions are put forward.
