Abstract：The concept of innovative city is proposed based on the result of benefit coordination of multi-stakeholder with a reinforcing,complex and contradictory relationship between technology,market and development of innovation-oriented city.To address the challenges of technological change,the problems between supply and demand as well as capital appreciation demands,the innovative city governance plays an important role in easing conflicts and improving resource utilization efficiency.The innovative citys government management is the tool for realizing the construction of innovative country,conditioning technology innovation resource allocation,enhancing the innovative capability of innovative city and handling the technology innovation chain effect.The analysis of governance tool effect of innovative city can clarify the purpose and content of the innovative city governance
