Abstract:The large research population of China is a typical manifestation of the massive population of Chinese characteristic.The full realization of this advantage requires decentralized allocation of research projects. However,the common phenomenon of excessive concentration in research projects makes it difficult to fully utilize the potential of the large research population,largely leading to the waste of research resources,low quality of project outcomes,and the frequent occurrence of related legal risks. Restriction governance is a fundamental approach to curb the excessive concentration. Specifically,coordinated governance at the stages of project bidding,undertaking,and application of results,may effectively reduce the phenomenon of“an individual researcher overseeing an excessive number of ongoing projects”. Against the background of the Chinese path to modernization of the rule of law,and given the critical role of research projects in technological innovation,it is essential to strengthen legal safeguards for the governance of research projects,which includes providing targeted regulatory support for the restriction governance of research projects. The current form of legal support involves the flexible application of existing relevant legal systems and their necessary amendments,while the ideal approach is specialized legislation to address this issue comprehensively.
