Research on the Drivers of Cities with with Remarkable Results in Industrial Growth Stabilization and Transformation and Upgrading:Commonalities and Characteristics

Abstract:Taking China's officially recognized list of‘Cities(Prefectures)with Remarkable Results in Industrial Growth Stabilization and Transformation and Upgrading' as the sample,this study applies configuration analysis from the perspective of urban innovation system theory to identify the driving factor configurations and corresponding sample cities for high-level transformation and upgrading.The findings indicate a correspondence between the pathways of urban transformation and upgrading and the distinctive features of each city's innovation system.In other words,there exists a tailored logic for constructing urban innovation systems aimed at transformation and upgrading.While previous studies often implicitly assumed that only comprehensive powerhouse cities could achieve transformation and upgrading,this research demonstrates that cities without overall advantages can also succeed by adopting tailored strategies—such as urban cluster collaboration,leveraging momentum to tackle critical technologies,or focusing on regional specialty industries—based on their own realities.The study identifies common core necessary conditions for urban innovation systems to drive transformation and upgrading:scientific and technological innovation capability is a core necessary condition across all configurations,while resource aggregation platforms serve as a core necessary condition for some configurations.It also reveals common weaknesses in the sample cities' innovation systems,namely deficiencies in high-end innovation elements and producer service capabilities.
