Abstract:The formation of innovation outcomes is a complex system engineering and a process of overall change and innovation for basic research systems.System innovation is a cross-domain policy approach to build a new socio-technical system through the synergistic interaction of elements in the system.Based on the multi-level perspective analysis framework,this paper focuses on the basic research socio-technical system of basic research in China,taking 30 provinces as case samples,and uses fsQCA to explore the factor configuration and path patterm of multi-level factors synergistic driving innovation of basic research socio-technical system.The research findings are as follows.①There are two paths to drive on innovation of basic research named as knowledge-based driven model with non-high personnel input intensity and infrastructure promoted model with high scientific and creative cultural atmosphere,including 5 driving paths.②“Efficient factor input + strong knowledge base”,“good scientific and creative culture atmosphere + perfect scientific research infrastructure”can contribute to high innovation performance on basic research socio-technical system.③“Efficient factor input”has the largest driving effect on innovation of basic research socio-technical system,followed by“knowledge base”,“scientific research infrastructure”and“science and innovation incubation”.The scientific and innovation cultural atmosphere mainly plays an auxiliary role.This paper expands the application scenarios of the multi-level perspective analysis framework and enriches the theoretical achievement of innovation for basic research system in Chinese context.
