Abstract:Scientific and technological innovation is the core element for developing new quality productive forces,and accurately measuring technological innovation is crucial for scientific and technological innovation.On the basis of defining the connotation and characterization values of the accuracy of measuring technological innovation,this paper explores the basis for the low accuracy of existing patent indicators for measuring technological innovation,and analyzes the rationality and applicability of existing literature on measuring enterprise,industry,and regional technological innovation based on patent data.The accuracy mechanism by which measuring technological innovation based on patent claims structure was studied,and the feasibility of this measurement method was verified by measuring the technological innovation of lithography machine patents granted by China.The results showed that the number of patent applications(authorizations),citations(cited)index for measuring technological innovation,could not accurately grasp the internal relationship between patents and technological innovation,and could not focus on the connotation of technological innovation,resulting in lower accuracy of measurement conclusions.The characterizing portions of independent or dependent claims focuses on patent technological innovation,so the structure of patent claims provides a new perspective for improving the accuracy of technological innovation measurement.
