中国科技创新政策体系演变研究——基于1978—2020年157份政策文本的量化分析

摘要改革开放以来,中国科技创新政策体系逐步建立、演变,形成一条具有中国制度特色的发展轨迹。本文以政策文本为切入点,通过改进文本量化分析方法,剖析中国科技创新政策体系在不同时期的阶段背景、政策布局、实施效果与存在问题,总结中国科技创新政策体系演变规律。研究发现,改革开放四十多年来,中国科技创新政策体系存在鲜明的阶段差异,由单点落实到多管齐下,逐步推进对科技创新活动的引导、激励和规范,反映出不同时期的创新活动规律认知和经济社会发展需求,体现了建设国家创新体系的系统思维和统筹布局;伴随着规律认知深化、政策导向细化以及政策重点拓展,中国科技创新政策体系化建设能力逐步提升,政策体系演变的背后离不开理论和实践的融合共进。本文旨在厘清中国科技创新制度演进过程的内在逻辑,为深化科技创新制度改革的可能方向提供参考。

Abstract：Since the reform and opening up,China's science and technology innovation policy system has been gradually established and evolved,forming a development path with Chinese institutional characteristics.This paper takes policy texts as the entry point,analyzes the stage background,policy layout,implementation effects and problems of China's science and technology innovation policy system in different periods by improving the quantitative analysis method of texts,and summarizes the evolution pattern of China's science and technology innovation policy system.The study finds that in the more than 40 years after China's reform and opening up,China's science and technology innovation policy system has distinct stage differences,from single-point implementation to multi-pronged implementation,reflecting the cognition of the laws of innovation activities and the needs of economic and social development in different periods,and reflecting the systemic thinking and integrated layout on building a national innovation system.The systemic construction capability of China's science and technology innovation policy has gradually enhanced,along with the deepening of law cognition,the refinement of policy orientation and the expansion of policy focus.The evolution of policy system cannot be separated from the coordinated progress of theory and practice.The purpose of this paper is to clarify the inherent characteristics of the evolution of China's science and technology innovation system,and to provide references for the possible directions of the deepening development of the science and technology innovation system in the future.
