Abstract:The Central Guidance Fund for Local Science and Technology Development is a pivotal policy instrument for deepening fiscal authority reform in China's S&T sector and refining the innovation governance system.Drawing on six core policy documents(2004-2023)and panel data from 31 provinces(2016-2026),this paper systematically examines the Fund's policy evolution and regional allocation patterns.The findings reveal:(1)Policy has progressed through three phases—“special subsidies,guided transformation,strategic traction”—with 2019 as a critical year of transfer payment under shared fiscal authority marking.(2)Funding exhibits policy-driven stepwise growth and pronounced regional divergence.A four-quadrant analysis shows that“high-stock,high-momentum”provinces are locked in a self-reinforcing cycle,“low-stock,high-momentum”provinces leverage national strategies to catch up,and some remain trapped in a“low-stock,low-momentum”dilemma.(3)The allocation mechanism shifted from project-based approval to a composite“factor-based plus project-based”method,with the logic reoriented toward performance-based rewards and strategic focus.Support for major S&T missions and incentives for solid implementation are key drivers of regional divergence.This study offers empirical evidence for enhancing funding allocation efficiency and fostering coordinated regional innovation development.
