Abstract：The 15th Five-Year Plan period is an important stage for China to accelerate the construction of a higher-level open economic system,and it is also a critical window for specialized, refined, differentiated, and innovative(SRDI)enterprises to achieve international development.As an important institutional environment for deep integration into global networks of resource coordination,an open economy facilitates the efficient global allocation of production factors,the diversification of international market presence,and the incorporation of specialized and innovative enterprises into global cooperation networks,thereby supporting their capability upgrading.Nevertheless,as economic openness continues to deepen,these enterprises still face constraints in cross-border operation capacity,adaptation to international rules,and adjustment to changes in the global industrial landscape,which restrict their deeper integration into the global market system.Accordingly,efforts should be made to develop a systematic framework for cross-border operations,optimize the institutional environment for higher-standard opening up,and deepen the global deployment of industrial and supply chains,so as to enable specialized and innovative enterprises to achieve higher-quality development within the global industrial system.
