Study on the New System for Mobilizing Resources Nationwide for Science and Technology in National Defense: Application Scenario and Implementation Mode

Abstract：The new system for mobilizing resources nationwide is an effective way to promote the development of key core technologies in the new era.In the field of defense technology,the new system is mainly applied in major key core technologies urgently needed for combat capability construction,major cutting-edge technologies leading future competition and development,major basic engineering technologies laying the foundation for long-term development,and major bottleneck industrial technologies related to self-reliant and controllable development.The national strategic scientific and technological forces are the main body for defense science and technology research and development.According to the role and organizational methods of different innovative forces in the implementation and execution of the new nationwide system,the implementation mode of the new system can be divided into heavy armor attack mode led by military industrial groups,collaborative research mode led by national scientific research institutions,national mobilization mode directly led by the state,and industrial cluster research mode led by industrial chain leaders,covering various application scenarios of the new nationwide system.
