Bridging the Gap between Policy Intent and Implementation:Policy Integration Mechanisms for the Integrated Development of Education,Science and Technology,and Talent—A Case Study on Suzhou Industrial Park

Abstract：The integrated development of education,science and technology,and talent supports high-quality development and responses to strategic competition among major powers.Drawing on processual policy integration theory,this longitudinal study examines Suzhou Industrial Park within China's target-based governance context.Within the four dimensions,policy frames evolve through practical feedback,goals are progressively translated into tasks,subsystem involvement combines hierarchical authority with horizontal networks,and instruments complement one another around shared tasks.Four characteristics explain their interaction and evolution.First,mutual dependencies combine sequential transmission and feedback:frames guide actor involvement and instrument configuration through goal specification,while implementation problems inform adjustments to frames and related arrangements.Second,political momentum from national strategic priorities and high-level local coordination promotes cross-sectoral collaboration through attention focusing,organizational authorization,and resource mobilization.Third,adaptive integration adjusts coordination mechanisms,instrument mixes,and implementation approaches to address practical problems while maintaining strategic continuity.Fourth,asynchrony reflects tension between rapid establishment of frames and goals,on the one hand,and gradual development of collaboration and instrument coordination,on the other.These findings refine policy integration mechanisms under target-based governance and empirically explain how integrated development across these fields moves from strategic coordination to institutional practice.
