Abstract：This paper constructed an E-PMP analysis framework which took the innovation-driven development process as the center,the innovation-driven basic structure,the innovation-driven development mechanism and the innovation-driven development platform as the basic dimensions.According to the analysis framework of E-PMP,it compared and analyzed the innovation-driven development paths of the three innovative countries in America,Germany and Japan.Then,based on the two dimensions of government participation and innovation-driven realization,the innovation-driven development models of the United States,Germany and Japan were divided into three types:market-oriented,dual-guided and digestion.And finally it drew lessons from the successful experience of the United States,Germany,Japan and other countries,and put forward some suggestions to achieve innovation-driven development in China's current stage
