产业政策激励的资源配置效率研究——基于企业异质性分解的准自然实验

Abstract From the perspective of property rights and regional heterogeneity,this paper constructs a model within the framework of“quasi-natural experiment”to study the difference and internal mechanism of incentive and restraint industrial policies affecting resource allocation efficiency.Based on the data of China's industrial enterprises from 2009 to 2012,we also make an empirical study using the Difference-in-Difference model(DID).This paper provides the following findings.Firstly,the impact of industrial policies on resource allocation efficiency shows different trends over time and obvious preferences.Encouraging industrial policies can significantly and continuously improve the efficiency of resource allocation,while restraining industrial policies have no obvious effect in the short term.Compared with the eastern region,the industrial policy has greater incentive effect on the allocation of resources in the western region.The regression test based on ownership composition also proves the differences in the efficiency of resource allocation under different types of industrial policies.Restraining industrial policies are more obvious in solving the problem of the mismatch of resources in higher state-owned industry.This means that based on property rights and regional differences,more targeted industrial policies should be designed to stimulate resource allocation efficiency.
