科技悬赏在非共识项目中的应用研究

Abstract Strengthening the management and support of non-consensus projects can promote original innovation.However,innovative projects are often not selected by using peer review methods.This paper analyzes the reasons why peer review is not conducive to non-consensus projects.On the basis of defining the concept of non-consensus projects,the paper analyzes the causes of non-consensus projects formation.Aiming at the disadvantages existing in the peer review process of non-consensus innovation projects,this paper introduces the concept of science and technology inducement prizes,puts forward the way of science and technology inducement prizes for non-consensual projects as an effective complement of science and technology funding system in China.
