基于文本分析的中国知识产权政策工具选择研究

Abstract Applying content analysis method,this paper quantitatively analysed intellectual property rights policy issued by central government since China implemented the strategy of intellectual property rights.And it explored the policy tool selection of Chinese government on intellectual property rights creation,use,protection,management and service.Research findings are as following:the construction of protection legal system and public service system,and mechanism reform of management system are the main focuses in China's intellectual property rights policy;public service of supply side policy tools and legal regulation and strategic measure of environment side policy tools are excessively used;financing support and taxation preferential of economic incentive policy tools,and demand side policy tools are deficiency;the policy tools on intellectual property rights creation and use are insufficient.Based on the above,this paper put forward countermeasures and suggestions
