陕西省科技成果转化政策文本分析   ——基于政策工具与创新价值链双重视角

Abstract Policy tool is a mean for government to govern economic society.50 Shaanxi's transformation policies of scientific and technological achievements were selected and analyzed through content analysis with policy tool and innovation value chain perspectives.Based on the selection of the sample,the formulation of the analysis framework,the definition of the analysis unit and statistical analysis,in turn,the problems of Shaanxi's transformation policies of scientific and technological achievements in the process of the design,collocation and construction of policy tool were analyzed.The study would provide reference to the optimization and improvement of Shaanxi's transformation policies of scientific and technological achievements in the future
