Smart Elderly Care Industry Policies in China from the Policy Tool-Technology Roadmap Model

Abstract  Smart elderly care is a new way to solve the problem of aging in China.Since the rise of smart elderly care industries in 2011,the central government has intensively introduced relevant policies to support the development.Can the policies solve the needs of industrial development? Based on the policy tool-technology roadmap(P-TRM)model,this study conducts a diachronic analysis of the policy texts issued by the central government in 2011—2019 and discovers the development status of the smart elderly care industry.The results of the study show the differences between the smart elderly care industry policies in environmental,supply-based and demand-based policy instruments,and the differences and lack of using policy tools at various stages of development.Finally,the future development path of China's smart elderly care industry is proposed from the perspective of overall governance,clarifying the role of government and enterprises and optimizing policy tools.
