国外经验对中国民口重大科技计划实行分类管理的启示

Abstract The National Major S&T Projects is the key of the development of science and technology in China,and it is essential to establish scientific and reasonable organization management mode of Major S&T Projects for promoting the management efficiency of Major S&T Projects of China‘s government.Firstly,based on expert consultation and investigation,this article summaries the main deficiencies and problems in National Civilian Major S&T Projects management and implementation in China,and then puts forward the suggestion of classification management on the basis of the government role and status in Major S&T Projects management,which divides the National Civilian Major S&T Projects into four categories:the government-led,government-led and multi-department jointly funded,government-led and multi-enterprises participate and enterprises-led.Secondly,the paper deeply investigates the characteristics and strategic positioning of the ten civilian Major S&T Projects and categories them based on the classification method mentioned before.Finally,the paper puts forward the corresponding organization and management measures
