Abstract With the increase of financial investment and the strengthening of accountability system,the transformation and application of scientific and technological achievements produced by science and technology plan projects have become an important indicator to measure the efficiency of financial science and technology investment and its ability to improve social innovation.Based on the practice of Beijing's achievement transformation survey,this paper conducts systematic analysis and system design from seven aspects:investigation purpose,responsibility organization,regulation guarantee,investigation scope and object,investigation content,investigation method and investigation cycle.And it explores to establish the statistical methodology system of the achievements transformation of science and technology project.The methodological system of investigations promotes the continuous improvement of the theory and methods of statistical survey of scientific and technological achievements.
