Abstract We apply panel VAR approach, methods of impulse-response functions and variance decomposition to analyze the dynamic relationship between universities' R&D behavior and economic development from the statistical data of universities's R&D(URD) expenditure, economic growth and the ratio of tertiary industry over the period of 1999—2011.The main conclusions are as follows:There is interaction between URD and GDP,but not between URD and industrial restructure; In the short term, previous GDP growth significantly promoted current URD input by positive effect while previous URD input failed to promote GDP by negative effect; In the long run, variance contribution between URD input and GDP were both high.
