Abstract：“The 12th Five-Year Plan of the Development of Science and Technology”proposed the strategic objectives to speed up the development of innovative financial service institutions for supporting scientific and technological innovation, and to explore actively financing support for scientific and technological innovation.It is of great significance for supporting SMEs development, promoting the transformation of scientific and technological achievements, fostering and developing strategic emerging industries.Currently, in the conventional financial system, through scientific and technological resources integration and operation innovation, a number of sci-tech finance service institutions have been out of a new road to support SMEs financing development.In this paper, we do a case study and put forward relevant proposals。
