中国战略性新兴产业技术创新效率测度、区域差异与时空收敛性研究

摘要运用2013—2023年中国30个省份面板数据,系统测算战略性新兴产业技术创新效率,继而借助Dagum基尼系数及其分解法,考察中国战略性新兴产业技术创新效率的区域差异,并使用σ收敛模型、β收敛模型以及空间计量模型,检验战略性新兴产业技术创新效率的时空收敛性特征。研究发现:①全国及四大地区战略性新兴产业技术创新效率均表现出上升趋势,且东部地区效率相对较高。②战略性新兴产业技术创新效率总体差异、区域内差异以及区域间差异均呈现出逐步扩大趋势;区域间差异是总体差异的主要来源,贡献率呈现逐年增加态势。③全国及四大地区战略性新兴产业技术创新效率不存在显著的σ收敛特征,但均表现出典型的β收敛特征;纳入空间因素后,全国及四大地区均存在空间β收敛特征;经济发展水平、政府支持力度、数字基础设施建设与对外开放程度是影响地区之间战略性新兴产业技术创新效率收敛速度的关键因素。

Abstract：Based on the panel data of 30 provinces in China from 2013 to 2023,this study systematically measures the technological innovation efficiency of strategic emerging industries.It examines regional disparities in technological innovation efficiency using the Dagum Gini coefficient and its decomposition method,and tests the spatiotemporal convergence characteristics of such efficiency through σ-convergence,β-convergence,and spatial econometric models.The study found that:①The technological innovation efficiency of strategic emerging industries in the country and the four major regions shows an upward trend,and the efficiency in the eastern region is relatively high.②The overall difference,intra-regional difference and inter-regional difference of technological innovation efficiency of strategic emerging industries are gradually expanding.Inter-regional differences are the main source of overall differences,and the contribution rate is increasing year by year.③There is no significant σ convergence characteristic in the technological innovation efficiency of strategic emerging industries in China and the four major regions,but it exhibits typical β convergence characteristics.After considering the spatial factors,there are spatial β convergence characteristics in the whole country and the four major regions;the level of economic development,government support,digital infrastructure construction and the degree of opening up are the key factors affecting the convergence speed of technological innovation efficiency of strategic emerging industries among regions.
