Identifying Innovation Advantages of Regional High-Tech Enterprises: Evidence from the Innovation Points System

Abstract:The Innovation Points System,as an emerging science and technology finance instrument in China,effectively identifies high-performing,high-potential enterprises and links policy support to quantified innovation outcomes.Leveraging this policy-based data,the study develops an advantage-oriented framework to evaluate the innovation performance of regional high-tech enterprises.First,an innovation advantage identification model is constructed to capture regional strengths.Second,a subject-specific advantage profiling model is developed to characterize the distinctive features of benchmark regions.Third,cluster analysis is employed to classify regions into different innovation groups and derive differentiated development pathways based on their innovation profiles.Finally,the framework is applied to a dataset of 5,845 high-tech enterprises in the new energy and energy-saving sectors across 26 regions in China.The results provide insights for region-specific innovation strategies.
