Abstract：Strategic talent forces refer to various levels of scientific and technological talents who have the ability to innovate in science and technology,engages in scientific and technological activities with great,long-term,and overall impact on national security and economic and social development,and makes contributions.Their composition is in a dynamic,continuous development and change process.Strategic talent forces have the characteristics of strategy,hierarchy,system, diversity,openness and dynamics.Both national strategic talent forces and national strategic scientific and technological forces are important components of national strategic forces,but the relationship between the two is cross rather than inclusive.At present,the construction of strategic talent forces in China still faces many challenges.It is recommended to optimize the training and selection mechanism for strategic scientists,improve the gathering and safeguard mechanism for leading scientific and technological talents and innovation teams,increase support for young scientific and technological talents,strengthen the cultivation of innovative and practical abilities of outstanding engineers,accelerate the construction of national strategic talent forces.
