Abstract：To accelerate the building of China into a world-class power in science and technology(S&T),and achieve high-standard self-reliance in S&T,the top priority is to strengthen the national strategic S&T forces.The national strategic S&T forces are systematic superior S&T forces dynamically organized by the state around strategic S&T tasks,and its basic constituent units are scientific research teams and individual researchers rather than the whole scientific research institutions.The main problems facing our country in strengthening the national strategic S&T forces are the weak ability to promote the decision-making of the national strategic S&T tasks,and the incompetence in coordinating systematically tackling key S&T problems.At the present stage,China's strengthening of national strategic S&T forces should focus on accomplishing national strategic S&T tasks more efficiently,adhere to central decision-making,specialized management,directly appointment of leadership and enlisting market.The suggestions include establishing a decision-making body for national strategic S&T tasks at the central level,setting up a promotion body for national strategic S&T tasks,establishing the mechanism for strategic scientists to lead the implementation of national strategic S&T tasks,and improving the national S&T advisory system.
