Reform of Research Evaluation Systems in Agricultural Research Institutes: Qualitative Analysis,Evolution Logic,and Pathways for Implementation

Abstract:To thoroughly analyze the dynamic evolution logic of reforms of research evaluation system in agricultural research institutes and their mechanisms for enhancing innovation effectiveness,this study integrates resource orchestration theory with research institute governance theory to develop a dual-entity“institution-research”resource orchestration analysis framework.It examines 497 research evaluation system documents from national,provincial,and municipal-level agricultural research institutes spanning 2010 to 2024,using grounded theory to identify core elements and evolutionary patterns of research evaluation systems.The study finds that these systems have undergone three stages of strategic upgrades.The“Clearing and Foundation-Building Period”is centered on overcoming the inertia of quantitative assessments and stimulating individual initiative,and is driven by endogenous academic interests.The“Reform Deepening Period”focused on dismantling the constraints of the“Four Onlys”,granting institutes greater autonomy,and significantly strengthening administrative regulatory external incentives.The“Iterative Upgrade Period”emphasized national missions and performance enhancement,significantly elevating mission-driven value and shifting the evaluation focus from output toward multidimensional value.Throughout this process,the government and research institutes achieved dynamic resource orchestration through structural reconfiguration,capability catalysis,and leverage release,collaboratively reshaping resource allocation rules.Based on these findings,the study offers four policy recommendations:establishing a classified evaluation index system closely aligned with national strategic missions;creating a full-life-cycle traceable evaluation system for agricultural scientific and technological achievements;enhancing the autonomy of agricultural research institutes in dynamic resource orchestration;and establishing a dual-appointment,dual-recognition,and performance-linked system for agricultural scientific and technological personnel.
