Abstract:Improving the operation and management mechanism of national laboratories is of great significance for achieving high-level scientific and technological self-reliance and strengthening. As a world power in science and technology,the United States has the experience of allowing private contractors to operate and manage national laboratories,which can offer useful references and inspirations for China. This paper utilizes the perspective of hybrid governance theory,examining mechanisms such as contracts,authority,collaboration,and resources. Using the Battelle Memorial Institute as a specific case,this paper identifies four models in managing the Department of Energy’s national laboratories,namely direct operation and management,indirect management through a dedicated management company established as a sole proprietorship,indirect management through a company created in collaboration with universities,and indirect management through a company formed in cooperation with other organizations. Building on this,the paper summarizes the practical mechanisms of the Battelle Memorial Institute’s involvement in the operation and management of U.S. national laboratories,aiming to provide insights and references for improving the operation and management mechanisms of China’s national laboratories.
