Abstract:Against the backdrop of increasingly severe technological blockades from the U.S.and Europe,China's artificial intelligence(AI)industry faces challenges such as the politicization of open-source technology,marginalization in rule-setting authority,and the geo-economic fragmentation of chip supply chains.Traditional governance models,characterized by static objectives,hierarchical structures,and rigid rules,are inadequate to meet the demands of AI industrial development and national strategic security.There is an urgent need to adopt adaptive governance theory as an analytical framework.Leveraging its agile advantages in rapid response and preventive legislation,collaborative strengths across multi-stakeholder and multi-level actors,and self-evolutionary capacity for institutional adaptation,this approach extends from theory to practice.It proposes governance pathways including building rapid response mechanisms to empower the foreign-related legal system,reshaping the global governance landscape through diversified alliance networks,and establishing learning and feedback mechanisms for iterative rule-making.The aim is to help China's AI industry break through blockades and inject a more inclusive and sustainable paradigm into global digital governance.
