The Impact of U.S.Export Controls on International Collaborative Research in Chinese Universities and Countermeasures ——Taking the China-U.S.SCI International Collaborative Papers in the Web of Science Database as an Example

Abstract:In recent years,the United States has been frequently misusing extraterritorial jurisdiction,adding China's core scientific research institutions and cutting-edge enterprises to the Entity List (EL).This action aims to disrupt the established global supply chains,international division of labor chains,and free trade order,with the intention of imposing technological blockades on China in key areas.Consequently,this diminishes China's late-mover advantage in scientific and technological development,innovation capabilities,and global competitiveness.Under the influence of this backdrop,China-U.S.scientific research cooperation has also been impacted and hindered.The paper takes China-U.S.collaborative research publications as the entry point for investigation.By conducting a comparative data analysis of China-U.S.co-authored SCI papers over a decade from 2014 to 2023,with a focus on highly cited papers,the study examines the impacts and changes on collaborative research publications between China and the United States under the context of the U.S.Entity List.In particular,a difference-in-differences approach is employed to quantitatively analyze the international collaborative publication patterns of “985”universities in China that are on the U.S.Entity List versus those that are not,providing further insights into the status of China's international research collaboration.On this basis,this study further reflects the problems and pain points in China-U.S.scientific research cooperation under the background of U.S.export control.
