Constructing Technological Protection Space:Research on Policy Mechanism of Emerging Technology Niche Transition

Abstract:How to leverage innovation policies to construct an effective protection space for emerging technologies and facilitate the niche transition of emerging technologies has become a critical issue of concern for scholars and governments both domestically and internationally.This paper,taking China's power lithium battery technology as a case study,investigates the policy instruments and their mechanisms for promoting the niche transition of emerging technologies based on the Strategic Niche Management theory.The research findings indicate that innovation policies facilitating the niche transition of emerging technologies are composed of a combination of policy instruments including expectation building,network formation,market creation,and institutional strategies,which respectively play the roles of leading mechanism,enabling mechanism,nurturing mechanism,and shielding mechanism,collaboratively constructing the protection space for emerging technologies and promoting their niche transition.The technology protection space serves as a key link in the interaction between policy instrument combinations and the niche,with the policy instrument combinations,technology protection space,and niche demonstrating co-evolutionary characteristics.As emerging technologies transition from technological niche to market niche and then to paradigm niche,the policy instrument combinations need to be continuously adjusted to promote the establishment,adjustment,and withdrawal of the emerging technology protection space.
