Abstract：Based on the improvement of the overall effectiveness of the national innovation system,this paper analyses the internal logic of developing new-quality productive forces with the national strategic S&T strength from the perspective of the national innovation system and the change of the global scientific research paradigm.The international comparative method is used to critically sort out the international experience of accelerating the development of new-quality productive forces by the national strategic S&T strength.The study proposes that the national strategic S&T strength should be strengthened to cultivate new momentum for the development of new quality productivity.It is necessary to further grasp the opportunities of scenario-driven innovation,accelerate the integrated innovation of the national strategic S&T strength empowered by digital intelligence,significantly enhance the systematic capacity of S&T,comprehensively improve the overall effectiveness of the national innovation system,and accelerate the productive forces of the pioneering energy of the new quality productive forces.
