科技金融何以赋能产业链供应链韧性提升

摘要科技金融试点既是政策引导金融创新为产业链技术攻关提供资金支撑的重要实践形式,也是增强产业链供应链韧性的有力举措。本文基于2007—2022年中国A股创业板、科创板、中小板和新三板上市公司数据和科技金融试点政策的准自然实验,采用双重差分法研究“促进科技和金融结合试点”政策对产业链供应链韧性的影响。研究发现试点政策显著提升了产业链供应链韧性,该结论在一系列稳健性检验后依然成立。影响渠道分析发现,科技金融试点政策通过缓解融资约束、增强工业智能化以及提升技术创新能力3种途径提升产业链供应链韧性,且科技金融试点政策对产业链供应链韧性的影响存在区域、企业规模、企业所有制和行业异质性。研究结论为新发展格局下破解产业链升级的资金约束难题、提升产业链供应链韧性和自主可控能力提供了重要参考。

Abstract：The Science and technology finance pilot programs are not only an important practical form of guiding financial innovation through policies to provide capital support for industrial chain technological breakthroughs,but also a powerful measure to enhance the resilience of industrial and supply chains.Based on the data of listed companies on the ChiNext,STAR Market,SME Board,and New Third Board of China's A-share market from 2007 to 2022,and taking the science and technology finance pilot policy as a quasi-natural experiment,this paper adopts the difference-in-differences (DID)method to study the impact of the “Pilot Program for Promoting the Integration of Science and Technology with Finance” on the resilience of industrial and supply chains.The study finds that the pilot policy significantly improves the resilience of industrial and supply chains,and this conclusion remains valid after a series of robustness tests.The analysis of impact channels reveals that the science and technology finance pilot policy enhances the resilience of industrial and supply chains through three pathways:alleviating financing constraints,strengthening industrial intelligence,and improving technological innovation capabilities.Additionally,the impact of the science and technology finance pilot policy on the resilience of industrial and supply chains exhibits heterogeneity across regions,enterprise sizes,ownership types,and industries.The research conclusions provide important references for solving the capital constraint problem in industrial chain upgrading,and improving the resilience and independent controllability of industrial and supply chains under the new development pattern.
