Research on the Innovation Evaluation of China's Marine Economic Circles and the Collaborative Development with“the Belt and Road”

Abstract：This paper constructs the regional marine innovation index evaluation system and analyzes the marine innovation capabilities of China's three major marine economic circles.The results show that the southern marine economic circle has the strongest innovation capability,followed by the eastern marine economic circle,and the northern marine economic circle is weaker.Among them,Guangdong,Jiangsu,and Shandong have outstanding marine innovation capabilities,which have become the core driving force for the development of the southern,eastern and northern economic circles.Furthermore,we use the difference in difference model to verify and analyze the role of“the Belt and Road”initiative in promoting the marine innovation capabilities of China's three major marine economic circles.The results show that the policy role of the initiative is significant,especially for the two types of innovation outputs,which is marine innovation performance and knowledge creation.Finally,based on the innovation characteristics and functional orientation of China's three major marine economic circles,combined with their spatial overlap and extensibility with the“the Belt and Road”initiative,this paper puts forward their own innovative cooperative development mode,which can provide scientific and technological support to promote the integration of the marine economy into the international and domestic dual cycle.
