Abstract：The empowerment reform of job-related scientific and technological achievements is the current research hotspot and work difficulty in the transformation of scientific and technological achievements.A large number of practical explorations have been carried out in academia and industry,but there are still a lack of empowerment reform implementation paths which can be copied and used for reference,which hinders the transformation of scientific and technological achievements and restricts the deep integration of technology and economy.Based on the analysis of international and domestic management mechanism and mode for scientific and technological achievements,this paper deeply analyzes the key issues of the current empowerment reforms such as the type of achievements,the purpose of empowerment,and the implementation of empowerment.It is oriented to promote the transformation of scientific and technological achievements,rather than simply considering the existence of ownership.This paper also proposes the implementation path and countermeasures of the empowerment reform of job-related scientific and technological achievements in terms of the form of empowerment,income incentives,decision-making management,and security services,providing an important reference for the current pilot work on the empowerment reform of the job-related scientific and technological achievements in China.
