Abstract：The construction of new infrastructure is an overall development strategy under the background of China's digital economy development,traditional industrial transformation and upgrading and innovation-driven development.Different from the logic and methods of traditional infrastructure construction,the new infrastructure construction pays more attention to the ecological characteristics of digital technology innovation and the demand for cross-border integration.Therefore,the previous selective industrial policy system for specific industries,technologies,and geographic regions should be transformed into an industrial innovation policy system that focuses on multi-sector integrated development,strengthens basic scientific research,and introduces more market players.This paper systematically reviews the development status of new infrastructure-related industries and relevant industrial policies and systems implemented by the government in recent years,combined with the theoretical perspective of the digital innovation ecosystem,and puts forward corresponding policy recommendations for the policy design of China's new infrastructure construction.
