Abstract：This paper takes 704 science and technology talent policy documents promulgated from 1978 to 2017 as the research samples,and uses social network analysis software Ucinet to draw the different stages' cooperation network mapping.And then it analyzes the structural features of cooperation network,as well as constructs the two-dimensional matrix with synergistic breadth and synergistic depth,so as to explore the path and characteristics of the synergetic evolution of the science and technology talent policy makers.The results show that Chinese science and technology talent policy makers are very numerous,the cooperative network size is expanding and the synergy degree has been continuously strengthened as time goes by.However there are some problems at the same time,such as conflicting policies from different departments,unbalance of synergy between the policy makers.Based on this,this paper puts forward some strategies and suggestions to further improve the synergistic mechanism of the science and technology talent policy makers.
