Abstract：Based on a variable cost function model and the second-order Generalized Method of Moments(GMM2)with the collected relevant data from the survey,the research measures the industrial capacity utilization of 22 light industries and 17 heavy industries(sub-industries)from 2001 to 2014 of Xinjiang province,and determines 15 industries with excess production capacity problems.Finally,some countermeasures and suggestions on financing for enterprises,developing the industrial chains,eliminating the outdated capacity and increasing the effective investment are provided
