Abstract：This paper applied content analysis method to analyze evolution characteristics of China's intellectual property policy system.Studies have shown that policy-makers gradually increased,and the goal of policy transformed from encouraging creation and protection to promoting integration of the intellectual property and the industry development.Further analysis of policy content finds some issues as follows:the policy makers,objectives and measures lack of coordination.Finally,it constructs the cooperative mechanism of policy,aiming to promote the depth of intellectual property policy and industrial economy
