Innovative Study on Performance Evaluation of Breeding Research Projects: Construction and Empirical Test of RISE Model

Abstract  The RISE(stands for Rationality,Inclusiveness,Significance and Efficiency)model was built to evaluate performance of breeding research projects,and a system of methods was proposed correspondingly.RISE model,along with its system of methods,was specifically qualified to evaluate qualitative/quantitative and linear/nonlinear projects according to results of studying the 12th Five-Year Breeding Project.RISE model aims to solve four problems in the present evaluation models:can't fit demands of research projects;can't meet needs for governmental sectors;can't be used in nonlinear performance evaluation;and can't reflect specific characteristics in breeding research projects.
