| How to Ensure Independence of Third-Party Evaluation |

Abstract As external balancing mechanism,third-party evaluation has the advantage of independence,objectivity and impartiality,compared with internal evaluation.Independence is the core of evaluation,which is critical to objectivity and impartiality of evaluation finding.This article analyzed how to maintain independence in domestic and foreign government policy evaluation,discussed what was third-party evaluation's independence,and how to ensure it.Then it proposed how to guarantee independence of third-party evaluation under the context of Chinese government governance modernization
