Essential Elements and Their Operational Definition to Ensuring Independence in Third-Party S&T Evaluation

Abstract Independence is the starting point and basic principle of third-party scientific and technological evaluation.This study focuses on several typical cases of third-party evaluation in the field of science and technology in China and the rest of the world,reveals the three essential elements of third-party science and technology evaluation,namely,third-party subject,procedural fairness and standard objectivity,and puts forward operational definitions of each essential element,in order to further implement third-party evaluation in science and technology field and the wider public management fields and improve the credibility of the government.
