Abstract This paper developed an evaluation system with consideration of innovation capability,innovation support,and technology transfer performance by using AHP method.The results shows that the capability of technology transfer of Shanghai has improved notably during the past five years while there still exists room to improve innovation capability and technology transfer performance.The government should increase R&D funding and enhance the level of industrialization and marketization.Besides,this paper suggested the enterprise should increase R&D input and the expense for technology import and absorption
