| Post-Subsidy Policy and Project Evaluation for National Science and Technology Program: A Case Study of National Science Instrument Program |

Abstract Based on the literature review on the implementation of post-subsidy policy at local and national government levels,this paper systematically introduced a post-subsidy policy applied on national science instrument program and how to utilize fine project management measures and evaluation methods to make this policy landing.According to the characteristics of post-subsidy policy,a set of scientific and operable mid-term evaluation indicators was put forward,including five aspects:the completion of mid-term outputs and key examine indicators;key technology status of the project;basic conditions and development capacity;funding in place and use;and industrialization prospects,achieved and expected benefits.Results of this study could provide practical experience and theoretical support for the implementation of post-subsidy policy of the 13th Five-year national science and technology program
