Abstract This article introduces the orientation, mission and effect of national engineering research center (NERC)firstly.Then it introduces the development demand in the viewpoint of the eighteenth national congress of the CPC and innovation-driven strategy.It mainly analyses and summarizes the practice and experiment of management mechanism and layout mode for NERC.It provides some proposal for management work and policy.
